Cyprus Developments: August 18–September 14, 2026

This review covers selected official developments since the previous August 17 update. It distinguishes announced decisions, proposed legislation and administrative notices. September 10: fuel excise reduction extended
The Ministry of Finance announced Cabinet approval to continue the motor-fuel excise reduction through November 30, 2026, replacing the September 17 expiry. Its statement describes relief of 8.33 cents per litre for petrol and road diesel. See the official September 10 statement.
Who is affected: households, transport operators and businesses budgeting motor-fuel costs. Keep the excise measure separate from VAT relief on food. A tax reduction is not a guarantee of a particular pump price.
Practical step: review fuel budgets and supplier notices against the revised end date. For invoicing or excise accounting, use the operative rate schedule and legal instrument.
September 10: child-benefit changes are a bill
The Deputy Ministry of Social Welfare announced Cabinet approval of an amending child-benefit bill, intended to apply from January 1, 2027 and to be submitted to Parliament. It proposes wider eligibility and increased support. This announcement does not establish that Parliament has enacted the bill. See the official child-benefit announcement.
Who is affected: families assessing future benefit eligibility. Child benefit is separate from the 2026 income-tax deduction for dependent children.
Practical step: retain family and income records, then check the enacted text and application instructions before budgeting a new entitlement. Do not change a 2026 TD59 solely because of this proposal.
September 9: tax-system interruption notice
The Tax Department announced temporary interruption of specified computer systems on September 11 and 12, 2026. Those scheduled dates have passed at this review. The official interruption notice should be checked for the systems and maintenance details; the notice alone does not prove service restoration or grant a filing extension.
Practical step: check that filings and payments have acknowledgements after maintenance. If a submission failed, preserve the error and timestamp and consult the Department. Do not assume a deadline moved because access was interrupted.
August 24: Honduras reference for NID
The Tax Department announced publication of the Honduras 10-year government-bond yield in US dollars at December 31, 2025. The notice describes adding five percentage points for the Article 9B reference rate. It does not publish a universal rate for every equity investment. See the Honduras bond-yield notice.
Who is affected: companies whose qualifying new-equity calculation requires that country reference. Verify the actual published yield, currency, deployment facts and NID limits before calculation. This briefing does not invent the missing yield figure.
August 20: residence certificates for imaging centres
The Tax Department published a certificate procedure for Article 9(2)(d) of the Imaging Centres Law, N.35(I)/2026. Applicants should send the appropriate declaration, supporting documents and confirmation of their administrative and/or scientific responsibility at the centre to their registered district office by email. The resulting certificate is purpose-specific for submission to the Ministry of Health. See the official procedure and form links.
Practical step: use the form matching your circumstances and the district address given by the Department. This sector-specific certificate procedure does not change the general residency tests or replace a treaty certificate.

Recheck your assigned obligations in the official portal and keep evidence of submission. Use the tax calendar, payroll briefing and VAT briefing for the separate September review points.
